Eastern Christian Children’s Retreat: Bushman Bldg. First Floor, East Wing Phase 1 Renovations

Project Summary

Notice is hereby given that Eastern Christian Children’s Retreat will be receiving sealed bids at the Bushman Building located at 700 Mountain Ave, Wyckoff, New Jersey 07481 for the Bushman Building – 1st Floor – East Wing –Phase 1 Interior Renovations @ the Eastern Christian Children’s Retreat.

     This project includes the interior renovations to create new classrooms, staff Break room & restroom, expanded lobby, staff work station, as well as interior floor, wall & ceiling finishes with new LED lighting and all other work as shown on the construction documents.

Contractors interested in visiting the building in person may make arrangements with ECCR Administration Office at 201-848-8005, Monday to Friday between 9am and 5pm.

     A copy of the drawings, bid instructions, bid forms, and specifications may be obtained from the Architect at the offices of FKA Architects. Plans will be available on Monday – March 7, 2022 and may be purchased for a non-refundable fee of $50.00 CERTIFIED CHECK, CASH OR MONEY ORDER ONLY.      All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and specifications. Bids are to be marked in a sealed envelope and delivered to Daryl Rogers – Chief Executive Officer with the name of the project, “Bushman Building – 1st Floor –East Wing – Phase 1 Interior Renovations, plainly marked on the front of the envelope.  Every bid must be accompanied by a certified check or a bid bond in the amount of ten percent (10%) of the bid, but not in excess of $20,000.00.

     Bidders are required to comply with the requirements of P.L. 1975 Chapter 127 regarding Affirmative Action: Executive Order 11246 regarding Equal Employment Opportunity: and Chapter 33 – Laws of 1977 regarding Disclosure of Partners & Stockholders. Bidders must be authorized to do business in New Jersey.

     All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extend possible, opportunities for training and employment must be given to lower income residents of the project area, and where possible, contracts shall be awarded to business concerns owned by area residents.

     Small, Minority and Women’s Business Enterprises (MBE/DBE/WBE) are encouraged to obtain specifications and compete for contracts assisted with Community Development Block Grant funds.

     In accordance with HUD regulations and objectives and the commitment of the Bergen County Division of Community Development to meet these standards, all contractors and subcontractors are required to provide the maximum, practicable opportunity for MBE-DBE-WBE and to submit all compliance bidding forms, post award forms, progress forms, contract completion forms, and all contract documentation pertaining to these MBE/DBE/WBE participation objectives and as specifically included in the Bidding Requirements and Contract Conditions of the Specifications for the Project (Project Manual of the Bid Documents).

     All bidders and their subcontractors shall be registered with the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act to the Bidder and all subcontractors.

     Pursuant to P.L. 2004 c.57 (N.J.S.A. 52:32-44) all bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue.  The Bidder must include its own Business Registration Certificate and all subcontractors. 

     No bidder who is on the State Treasurer’s, or the Federal Government’s List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project.

     Bids must be submitted to Eastern Christian Children’s Retreat no later than 2:00 p.m. on Thursday, April 7, 2022. All bids will be opened and read to the public at that time by the Chief Executive Officer at the Bushman Building offices.  No bid may be withdrawn for a period of sixty (60) days from the opening of the bids.

     Eastern Christian Children’s Retreat reserves the right to reject any or all bids and waive any informality in the bidding process in accordance with the law if it is in the best interest of the Owner.  The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements.  No bid shall be deemed accepted until the adoption of a formal resolution by Eastern Christian Children’s Retreat.
